1. The role of ICRP is described as the protection of patients, workers, the public, and the environment from radiation.
However, the ICRP recommendation seems to be trying to loosen the standards of radiation protection in accordance with the situation after the nuclear accident. ICRP needs to return to the origin of radiation protection.

2. The damage caused by the earthquake and tsunami is a natural disaster, but the accident at the Fukushima Nuclear Power Plant is not a natural disaster. In addition to natural disasters, massive radioactive materials prevented the evacuation of the public in the Fukushima nuclear accident.
The Japanese Government, Japan Nuclear Safety Commission, Japan Atomic Energy Commission, NISA, that promote Japan's nuclear policy do not accept accident responsibilities. Tokyo Electric Power Co., Inc., and GE, Toshiba and Hitachi, who built the Fukushima Daiichi Nuclear power plants refuse to take responsibility for the nuclear accident. Even eight years after the accident, the investigation into the cause of the accident has been slow. Under the circumstance, it is difficult to accept the ICRP recommendation draft which force the public to accept and deregulate radiation exposure from large amounts of radioactive material in an accident.

Mr. Kai, the chairman of the working group that compiled the recommendation, is a member of the Japanese Government's Radiation Council, and Mr. Homma, the vice chairman, is an employee of the Secretariat of Japanese Regulatory Commission. Mr. Homma and Mr. Ban, a Japanese Regulator, are on the ICRP expert committee. The Japanese government is deregulating exposure doses. What does the ICRP think about the overlap between the members of the committee that prepares the ICRP recommendations and the members of the Council of the Japanese Government that deregulates exposure?

4. The draft ICRP Recommendations start with radiation contamination as a given thing, ignoring the nuclear accident and the inadequate radiation measures after the accident.
In the name of ICRP, the current situation of radioactive contamination is justified and optimized, and the risk of radiation is imposed on the victims. Environmental pollution caused by the leakage of radioactive materials due to the nuclear accident cannot be justified or optimized.
